There are different ways of measuring levels of proficiency in a language. Perhaps the best general reference point is the European Common Framework of Reference which divides proficiency into six levels from A1, A2, B1, B2, C1 and C2. In my view, B2 is the level where you are fluent. The scale grades people's language proficiency on a scale of 0–5. The designation 0+, 1+, 2+, 3+, or 4+ is assigned when proficiency substantially exceeds one skill level but does not fully meet the criteria for the next level.
